Application Forms Introduction The Directorate of Industries and Commerce is the premier organisation which deals with all the aspects of Planning and Development of small scale/tiny industrial units in the State of J&K. It acts through 14 District Industries Centres, one in each districts of the state. Apart from creating infrastructural facilities for industrial development in the shape of Establishing Industrial Estates/Areas/Growth Centres, where fully developed land, power, water roads etc. are available and where prospective entrepreneurs are encouraged to establish their industrial ventures, by allotting land in their favor, the organisation provides the facilities of according various registrations, imparting training to entrepreneurs, laisoning with different sister agencies, granting of different state Govt./central Govt. incentives to the various industrial unit s etc. An effort has been made in the present book-let to help the entrepreneurs know the procedure for provisional registration, obtaining of vari0ous NOCs from Pollution Control Board, Power Development Department, procedure for land allotments and how to get loan cases sanctioned from different financial institutions including State Financial Corporation, State Industrial Development Corporation etc. The readers are requested to get in touch with the General Manager of the nearest DICs for any further clarification. Here we have presented answers to some very pertinent questions, which a prospective entrepreneur may like to ask. Q: Why and how to get a Provisional Registration? A: For starting any industrial venture, the Ist step to be taken after identifying the product line, is to get a provisional registration from the District Industries Centre. Concerned. Matters relating to land allotments,m power sanctions/NOC from Power Development Department, providing of Bank Credit, NOC from the Pollution Control Board etc. are generally processed after the provisional registration For this purpose, the provisional registration form (Annexure A), available in DICs free of cost, is to be filled up in duplicate and submitted to the General Manager of the concerned District Industries Centre (DIC) alongwith an affadivit (Annexure B). The provisional registration shall be accorded by the DIC free of cost, which shall be valid for 5 years. Q: How to get a Project Report prepared? A: After the provisional registration is accorded, an entrepreneur may apply on plain paper to the General Manager, DIC, for permission to get a Detailed project report (DPR) prepared from a recognized industrial consultant, Small Indust6ries Ser5vice Institute, Govt. of India, Jammu /Srinagar and Industrial Technical Consultancy Organisation, J&K are among the recognised consultants approved by J&K Govt. 100% subsidy on the fee charged for preparation of such project reports is available from DIC, once the industrial unit goes into commercial production. Q: How to apply for Land Allotments? A: For allotment of land, an entrepreneur shall apply on plain paper enclosing a copy of project report and provisional registration certificate n to the General Manager, DIC, indicating his land requirements for setting up his industrial venture. The DIC shall decide the exact requirement of land for the proposed unit on the basis of detailed Project Report/Scheme4 etc. and thereafter recommend the case to the appropriate authority for the allotment of land. Where the total project cost is more than Rs 50 lacs. The entrepreneur may apply to Managing Director ,SIDCO directly for land allotment. The competent authority for allotment of land in three different type of industrial estates/areas as under:

Director, SIDCO / Director Industries & Commerce The land shall be allotted on lease for a period of 90 years and the lease rent shall be revised after every five years (upto a maximum of 20%). The premium for allotment of land is as under:-
The lease rent of Rs 2400/- per kanal per annum shall be payable at the beginning of every financial year by the allottee. Q: How to apply for NOC from Power Development Department ? A: The entrepreneur shall apply on plain paper to GM,DIC concerned for recommending the case to Power Development Department for issuance of NOC/sanction. The G.M. DIC shall assess the requirement of power for the proposed unit on the basis of the project report and recommend the same to the appropriate authority (Executive Engineer/Superintending Engineer) of the Power Development Department for issuance of NOC. Q: How to get NOC from Pollution Control Board? A: An application form costing Rs 20/-, available with the J&K State Pollution Control Board is to be filled up and submitted to the chairman, J&K Pollution Control Board alongwith copy of the following
FORM / AFFADIVIT The Pollution Control Boards shall issue the requisite certificate in favour of the unit Q: How to get loan from a Financial Institution? A: After a unit is provisionally registered, the entrepreneur may apply on plain paper enclosing an application form as per the format given below to the General Manger, DIC for sponsoring the case of the proposed unit for sanction of term loan and working capital loan from a financial institution including State Financial Corporation, Commercial banks etc. There are various schemes for granting of loans by financial institutions and the entrepreneur can be advised in detail about them by the Manager Credit in each DIC .On the basis of the Project report, the Credit section shall recommend the case in favour of the unit to the concerned bank/financial institution. Efforts are onto get the proposals appraised jointly by the DIC and the bank concerned so as to expedite the sanction and disbursement of the loan to such units. COMMON APPLICATION FORM FOR FINANCIAL ASSISTANCE INCLUDING WORKING CAPITAL TO BE SUBMITTED TO THE DISTRICTINDUSTRIES CENTRE.
